Accountants on the Business Front Line – With Strong Role in National Development

The Rt. Hon. Perry G. Christie delivered Opening Remarks at the 2016 Accountants Week series of seminars today. The [Bahamas Institute of Chartered Accountants](http://www.bica.bs/) (BICA) is partnering with the American Institute of Certified Public Accountants to host the seminars under the theme, ‘Capitalising on Our Past and Building Opportunities for the Future’, and PM Christie noted that such partnerships build on the credibility of BICA. He spoke to the role the accounting sector plays in the country, noting that accountants are on the “front line” of The Bahamas’ business and commercial entities – and an integral part of the inner workings of the country’s firms and government enterprises. The Institute now boasts over 500 members, with virtually 100% ownership of the firms practicing accounting in The Bahamas, *”the true meaning of a Bahamas for Bahamians”* according to Prime Minister Christie. *”We bear witness to all of the major international networks of accounting firms present in The Bahamas – led by Bahamian Principals. These same firms assist in the development of our future leaders, through the promotion of academic excellence, and continuing professional development – the latter being evidenced this week.”* BICA was reminded of its responsibility to maintain the highest professional standards and conduct, exemplifying the behaviors set out in its adopted code of ethics and making use of strengthened disciplinary powers contained in new legislation. *“Your role as gatekeeper mandates that you maintain the trust and admiration for the stakeholders you are charged with serving.”* The important role of BICA necessitates strong collaboration between the Government of The Bahamas and the private sector BICA, a relationship that Government is proud to not only maintain but also enhance, Prime Minister Christie observed. *”My Government has and continues to welcome the input and counsel of BICA’s well respected personalities and members on topics ranging from economic development and governance to financial management of specific projects.”* **Competitiveness Council to be Created** In the context of reporting on the nation’s rankings in the World Bank’s Ease of Doing Business rankings, the Prime Minister confirmed that the Government plans to establish a Competitiveness Council as a Public Private Sector Partnership (PPP), as it looks to address a number of issues impacting the conduct of business in The Bahamas. The Council is expected to “harness the analysis and recommendations of the National Development Plan”.

Charter Day of the University of The Bahamas

The Rt. Hon. Perry G. Christie, M.P., Prime Minister of The Bahamas, presented remarks at the official inauguration of the University of The Bahamas today, as it transitioned from The College of The Bahamas. He themed his remarks “From the Road of Transition to the Road of Possibilities: The Role of the University of The Bahamas in National Development.” The occasion, he said, encapsulates a promise for the future of the nation as an intellectual powerhouse for the region and a fertile ground for the fulfillment of the highest academic aspirations of the nation’s youth. The Prime Minister took the opportunity to speak to his own vision for the University in the context of the national development strategies and goals of The Bahamas and the continuing relevance of the institution. He said, *”The core role of a National University goes well beyond the inculcation of subject knowledge in its students. More fundamentally, a National University helps to shape National Identity.”* He referenced, too, the importance of commitment not only to academic excellence but also to the values and best practices of research, study, teaching and scholastic writing. *”Indeed, the values that form the aspirational cornerstone of the University of The Bahamas – Knowledge, Truth and Integrity – must not be abstract or fanciful but must instead represent the values that truly inform and guide the teaching and research faculty in all their endeavours.”* Noting that much of what is done must revolve around the respect and care for students, and their potential for innovation and creativity, Prime Minister Christie also spoke to a number of factors considered critical going forward: * the University must take its place as a leader of international education – attracting students from around the world to study in The Bahamas while at the same time attracting specialist researchers and professors. * the University must play a catalytic role in the development of arts and culture. * the University must be a place of relevance within both the national and global contexts. It is, therefore, critical that the University not only “Respond to national needs,” but also “Engage the country” in meaningful discussions. * the University must place emphasis on research in science, technology, engineering and mathematics (STEM) – which includes many disciplines that are critical to long-term planning for the future well-being of the country. * the University must continue its scholarly research and studies into climate change, especially in relation to the menacing prospect of sea level rise and its implications for the low-lying areas of our archipelago. Also: * Courses on disaster management with particular reference to pre-hurricane evacuations and post-hurricane recovery and restoration, must also receive special attention, as must issues of urban planning, land use, and non-fossil fuel-based energy diversification. * As the University looks for new opportunities to do good work and expand its horizons, it must remained focused on achieving strong results and operating accordingly to the principles and best practices of accountability. The Prime Minister added, *”Relevance also means that the University must be cognizant of the needs of the entire country from Inagua in the south to Abaco in the north. We should therefore be able to look forward to an expansion of the system of mini-campuses, research centres and institutes across the country.”* In conclusion, an appeal was made to the youth of the nation to become partners in the collective work towards the building of a better, more modern, more relevant, more upwardly striving and sustainable Bahamas. *”This is the promise of the people of my generation to yours”*. **Minister of Education, Science and Technology** Minister Jerome K. Fitzgerald also presented remarks at the Charter Day ceremony, noting that the country’s future growth, success and sustainability will be inextricably linked to the University of The Bahamas. *”The University will be the place where the brightest minds will congregate and test the elasticity of their imagination and the substance of their theories. Researchers will tackle complex challenges both locally, regionally and internationally. Young people will exchange ideas and cultures. Problems will be solved, dreams manifested and life-long friendships cultivated.”* The Education Minister also appealed to the students in attendance, saying today was their moment in time. *”I want all of you to leave here today with this assurance; it matters not which school you attend, it is of no consequence which community you live; your parents educational background or place of work is of no relevance – as long as you believe in yourself and your God given talents, and you are prepared to work hard and dream of success, there is a space reserved for you at your University of The Bahamas.*” In this context, he called on all Bahamians to assess their value system and commit to making education not just a priority but a core Bahamian value.

Cyber Defence and Business Continuity

BFSB’s CEO Tanya McCartney presented Opening Remarks at today’s Cyber Defence and Business Continuity Symposium hosted by [The Bahamas Telecommunications Company](http://www.btcbahamas.com) (BTC). Personal privacy and advanced infrastructure (both physical and technological) were described as key to BFSB’s promotion of The Bahamas as an ideal place to live and work and its promotion of the jurisdiction as a responsible international financial centre. CEO McCartney presented an overview of data protection laws providing for data security, noting that good business practices and the need to comply with the laws require that cyber security measures are put in place. *”This is especially important for the financial services sector where persons expect, and the law requires, data confidentiality.”* Experts all note that good corporate governance requires that issues such as cyber security and business continuity are to be priorities for any business – and especially regulated entities. On the matter of business continuity, she referenced steps taken by regulators to ensure proper planning is included in governance measures by licencees. *”Every financial institution should have a Business Continuity Management (“BCM”) strategy and a well documented Business Continuity Plan (“BCP”)”*. In conclusion, Ms. McCartney spoke to the reputation of The Bahamas as a responsible international financial centre. *”This is evidenced by the robust regulatory oversight that we have, the expertise of our people and the fact that The Bahamas has developed its land, premises and fit-for-purpose infrastructure with the singular focus of facilitating international business. Skills-Based Training Programmes

The Bahamas is set to establish a nation-wide, demand-driven apprenticeship programme that will combine on and off-the-job training to provide unemployed youth and adults between the ages of 16 and 40 with the skills they need to succeed in the workplace. The $50 million initiative is a joint programme of the Bahamas Government and the [Inter-American Development Bank](http://www.iadb.org/en/inter-american-development-bank,2837.html) (IDB). The jobs initiative is designed to increase workplace skills and improve employability among young people and adults who have had difficulty finding work. Additionally, it will improve the effectiveness of The Bahamas’ public employment services and will help to coordinate efforts of different Bahamian government agencies involved in collecting data that help monitor the country’s labor market performance. Last year, unemployment figures rose to 14.8%, with the subset for young persons twice as high, and labour productivity figures showing consistent decreases in recent years. The Bahamas recognised the need to address this critical problem and with employers identifying lack of job-specific skills as an ongoing recruitment obstacle, the skills training programme became a high priority.

Way Forward Identified on Correspondent Banking Challenge

Stakeholders, including senior representatives of international financial institutions, commercial banks, central banks, governments the Caribbean Community (CARICOM) Secretariat and the Caribbean Development Bank met in Antigua and Barbuda on 27 and 28 October 2016. The Conference was held under the Chairmanship of the Prime Minister of Antigua and Barbuda, the Honourable Gaston Browne, and was designed to seek solutions to the troubling issues of the withdrawal of correspondent relations from Caribbean respondent banks, de-risking and the labelling of the Caribbean as a tax haven. Chairman Browne issued a release today on the outcomes and conclusions of the Conference. The provision of correspondent banking services was identified as a “lifeline” to Caribbean economies, with the withdrawal of such posing serious threats to global financial stability and security. The Conference endorsed the FATF [Guidance Note](http://www.fatf-gafi.org/media/fatf/documents/reports/Guidance-Correspondent-Banking-Services.pdf) on correspondent banking services, welcoming it as *”a vital platform from which both correspondent and respondent banks can engage in constructive dialogue leading to a permanent solution.”* The Conference called on international banks to continue their provision of correspondent banking relations while all parties implement the guidance of the FATF and the FSB. See release below for full details. **Full Compliance with International Standards** Another outcome saw Caribbean governments, regulators and banks, participating in the Conference committing the regional jurisdictions to redouble their efforts to achieve full compliance with the international standards set by the FATF, the FSB and the OECD Global Forum. The Conference welcomed the sum of 4.5 million euros pledged by the European Union to Cariforum/CFATF *”as a means to address such deficiencies as exist.”* The Conference urged other countries to follow the lead of the European Union. Caribbean jurisdictions participating in the Conference also resolved to launch a targeted and focussed campaign aimed at eliminating the false characterization of the Caribbean as a tax haven. The Caribbean Response to the Withdrawal of Correspondent Banking

Today, IMF Deputy Managing Director Tao Zhang addressed a [Caribbean Finance Conference](https://bfsb-bahamas.com/news.php?cmd=view&id=3660) being hosted in Antigua. The IMF representative pointed to the linkages between financial services and tourism, and other sectors, acknowledging the importance of the key agenda item for the 2-day forum – and the need for a collective solution to a collective problem. He addressed three themes relating to the focus on the Withdrawal of Correspondent Banking Relationships: The scope and sources of the problem; Taking stock of the policy response in the Caribbean region and from the international community; and Issues that need to be addressed going forward. He concluded his presentation by outlining what the IMF considers “next steps”. *”We know by now what the problems are. We also know that while there is ‘no quick fix’ to the problem, there is an urgent need for action to mitigate the impact on affected economies.”* Three areas to be explored further in the immediate steps towards concrete action were identified as: * addressing the problem of economies of scale; * mitigating cost and technical limitations; * improving information flows. The EU Council has announced that the agreement establishing the European Union – Latin America and the Caribbean Foundation (EU-LAC Foundation) as an international organisation [was signed yesterday](http://www.consilium.europa.eu/en/press/press-releases/2016/10/26-eu-lac-foundation-constitutive-agreement-signed/?utm_source=dsms-auto&utm_medium=email&utm_campaign=EU-LAC+Foundation%3a+constitutive+agreement+signed) in Santo Domingo, Dominican Republic. Headquartered in Hamburg, the EU-LAC Foundation brings together the European Union and its 28 member states and the Community of Latin American and Caribbean States (CELAC) and its 33 member states. Its objectives are to: * encourage further mutual knowledge and understanding between both regions; * strengthen the CELAC-EU bi-regional partnership process, with increased participation of the civil society; * enhance the mutual visibility between both regions, as well as of the bi-regional partnership itself. **Foreign Ministers Meeting** The CELAC Ministers of Foreign Affairs assessed the state of play of the implementation of the CELAC-EU programmes and actions adopted by the Heads of state and government Summits. The World Bank has released its 2017 Doing Business Report, noting that a record 137 economies around the world have adopted key reforms that make it easier to start and operate small and medium-sized businesses.. The first Doing Business report, published in 2003, covered 5 indicator sets and 133 economies. This year’s report covers 11 indicator sets and 190 economies. Most indicator sets refer to a case scenario in the largest business city of each economy, except for 11 economies that have a population of more than 100 million as of 2013 (Bangladesh, Brazil, China, India, Indonesia, Japan, Mexico, Nigeria, Pakistan, the Russian Federation and the United States) where Doing Business, also collected data for the second largest business city. The data for these 11 economies are a population-weighted average for the 2 largest business cities. The project has benefited from feedback from governments, academics, practitioners and reviewers.
