The EU Council has announced that the agreement establishing the European Union – Latin America and the Caribbean Foundation (EU-LAC Foundation) as an international organisation [was signed yesterday]( in Santo Domingo, Dominican Republic. This was a key deliverable of the [meeting of the foreign ministers]( of EU and LAC countries.

Headquartered in Hamburg, the EU-LAC Foundation brings together the European Union and its 28 member states and the Community of Latin American and Caribbean States (CELAC) and its 33 member states. Its objectives are to:

* encourage further mutual knowledge and understanding between both regions;
* strengthen the CELAC-EU bi-regional partnership process, with increased participation of the civil society;
* enhance the mutual visibility between both regions, as well as of the bi-regional partnership itself.

**Foreign Ministers Meeting**

The CELAC Ministers of Foreign Affairs assessed the state of play of the implementation of the CELAC-EU programmes and actions adopted by the Heads of state and government Summits. They adopted a document describing the results of EU-CELAC cooperation in sectors covered by the EU-CELAC action plan adopted by the Summit of 2015, and drawing conclusions and recommendations for future action.
